A Message from the Carlsbad Housing and Redevelopment Director
The Carlsbad Redevelopment Agency is considering revisions to the development standards for the Village Area. These revisions are intended to assist the Agency in creating an 'Urban Village'.

What is an 'Urban Village'? According to David Sucher, author of City Comforts, the term 'Urban Village' sums up our coexisting desires for autonomy and community. We want the quiet, tree-lined street with quick access to the global market. He further states that we desire a place of repose as well as a place of activity. This is the goal for the Village, a place to both relax and be active, a place to live and work, a place to shop and play.

This 'Urban Village' concept is a change for the Village. It is important, therefore, that the citizens of Carlsbad provide their thoughts, comments and/or ideas about the proposed revisions.

The development standards being considered for revision include:

Reduce all setback requirements to zero with no minimums/maximums. No ranges.
Allow building coverage to 100% of property. No ranges.
Allow 45' maximum height with no other requirements (i.e. roof pitch, over parking, etc.)
Eliminate roof pitch (i.e. 5:12) requirement; simply use as a design guideline.
Increase permitted residential density to 40 to 50 dwelling units an acre.
Reduce residential parking from 2.5 spaces per unit to 2.0 spaces per unit. Allow tandem parking for residential. Require only one (1) covered space.
Reduce restaurant parking from 1 space for each 100 square feet of gross floor space to 1 space for each 200 square feet of gross floor space.
Give credit for square footage of any current building on site towards calculation of parking requirement for change in use and/or new development.
Eliminate requirement to comply with Planned Development Ordinance; simply comply with other development standards in Village Master Plan.
