In an effort to continue to build an urban village as described by David Sucher, the Carlsbad Redevelopment Agency is considering revised development standards for the Village Redevelopment Area in order to encourage and support the continued evolution of the interesting place known as the Carlsbad Village. The revised development standards being considered are:
-Setbacks at 0 feet minimum, with an average of 10 feet on 2nd and 3rd floors (Districts 1-4)
-Building coverage at 100% (Districts 1-4)
-Height to 45' (Districts 1-4)
-No roof pitch requirement (all Districts)
-No guest parking for residential (all Districts)
-Restaurant parking at 1 per 200 square feet of gross floor space (all Districts)
-Tandem parking for residential (all Districts)
-Creative parking solutions (all Districts)
-Eliminate Planned Development Standards (all Districts)
-Density of up to 40 du/acre (Districts 1-4)
The revisions to the development standards for the Village were a topic of discussion during public workshops held on Jan. 25. The purpose of the workshops was to obtain general public input on the proposed standard revisions and opinion on the definition of an Urban Village and its appropriateness for application to the Carlsbad Village. The Redevelopment Agency wanted to know if the proposed development standards are consistent with resident visions and perceptions of what the Carlsbad Village should be in the future.
Redevelopment Agency staff is working to summarize the workshop comments, and determine if additional workshops are necessary to obtain additional input. If the comments indicate that there is community support to move forward with the revised standards, staff will begin scheduling the various public hearings to present the revised standards to the Design Review Board then Housing and Redevelopment Commission. Ultimately, the revised standards will also need to be submitted to the California Coastal Commission for approval as an amendment to the Village Master Plan and Local Coastal Plan.
