It has been 30 years in planning, but it looks like La Costa may finally get its new shopping center.
La Costa Town Square is planned for an 83-acre site that has been designated for a commercial shopping center in the La Costa master plan since 1972. The project developer, Aspen Properties, has been building high quality retail, office and mixed-use projects in San Diego County and the Austin, Texas region for more than 30 years.
Originally planned as a traditional strip mall, La Costa Town Square as envisioned today by Aspen Properties will bring a lively Main Street and Town Center to the La Costa neighborhood. Designed to be walkable and fun, the center will connect to surrounding neighborhoods with new sidewalks, trails and bikeways.
In addition to the retail center, the proposed project includes two professional office buildings, a multi-family home site and 64 single-family residential lots that are each 7,500 square feet. Intended to be a family friendly meeting place, La Costa Town Square is designed with Italianesque architectural features and expansive, open-air plazas. Fountains will invite shoppers to rest and relax.
New cafes and restaurants are planned throughout the retail areas, with fine dining options to be located around a distinctive Piazza Ristorante at the corner of Rancho Santa Fe Road and La Costa Avenue.
The center's Main Street will be filled with color, artfully designed specialty shops and cafes and integrated signage, leading visitors into a central plaza. Shoppers will be able to relax among lovely water features rich with landscaping and meet friends and family at La Costa's new landmark, a striking, 55-foot-tall clock tower. The central plaza also is designed with space for community performances so shoppers will have the opportunity to hear a local jazz band or join in a holiday sing-along.
The shopping center also will provide La Costa locals with a convenient place to pick-up daily essentials. A new grocery store will be part of the center, along with personal service shops.
La Costa Town Square is the last key piece in the La Costa master plan. After years of starts and stops, an environmental impact report was recently issued as a precursor to city hearings and, if the Carlsbad City Council approves the current plans for the project, La Costa residents will finally have the local shops and restaurants they've been waiting for.
In preparation for city hearings, Aspen has been making presentations to local homeowners associations, including La Costa Valley and La Costa Oaks, which have homes surrounding the north and east edges of the project site. Also, two community presentations were made last month at the Stagecoach Park Recreation Center.
Aspen hopes to begin grading and construction next summer and, if all goes well, shoppers can anticipate hitting the stores in late 2011. By 2012, Aspen estimates that almost $1 million in new sales tax revenues will be generated for the city of Carlsbad's general fund, an increase of about 20 percent over the sales tax revenues now generated by existing shopping centers within the city.
