Partnership is defined as a voluntary collaborative agreement between two or more parties in which all participants agree to work together to achieve a common purpose, undertake a specific task, and share risks, responsibilities, resources, competencies and benefits. It is often said that meaningful partnerships are the foundation for business and organizational success. If we all believe this to be true, then we also should believe that partnerships have been key to the success of the Village to date, and will continue to be the key to ongoing revitalization of the Village for the future.
The Village Master Plan sets forth the vision for the Village area, which is:
• The Village has a distinct visual identity that makes it unique and a memorable place with identifiable landmarks.
• The Village strives for excellence through high quality, well-designed private development and public improvements.
• The Village accommodates a wide range of land uses and also serves as a specialty retail center for the entire City of Carlsbad.
• The Village has strong civic character and provides a place for people to come to be part of important community events.
• The Village is a comfortable and safe place to work, shop, visit and live.
• The Village demonstrates a welcoming attitude and a spirit of cooperation to new businesses and developers who are interested in becoming a part of the downtown.
It is broad, and there is no visual picture of this vision in the Master Plan. Instead, the vision statements paint a picture for each of us of the type of Village environment that is desired by the community and makes us feel good about it. Our collective visual image of what the buildings or physical space might look like will change over time and from person to person. But the important message from the vision statements above is that the community wants a unique and special place to visit when they come to the Village. They want it in both the design of the physical space as well as the feeling or spirit of the place that is created through the people that live, work, shop, visit and play in the Village. This means that we all must be partners in continuing the revitalization efforts and obtaining the desired vision for the Village. There is no one person, agency, organization, business or property owner or other party that can do this on his/her/its own. It is a very necessary partnership that we all must enter into voluntarily in order to successfully collaborate to achieve the common purpose, the Village Vision.
Partnerships will remain the key to continued success for ongoing revitalization of the Village for many years to come. The recent Halloween on Elm event, which was designed as a free, family-friendly community event to encourage Carlsbad residents to re-experience and enjoy the Village Area, is a great partnership success story. A number of city departments gathered existing resources and worked together to coordinate, advertise, and host activities at the day-long event. Several other private partners including the Boys and Girls Clubs of Carlsbad, the Carlsbad Educational Foundation, New Village Arts, the Carlsbad Village Association and many Village businesses worked side-by-side with city departments to provide fun activities for the families of Carlsbad. It was an amazing day that would not have been possible without the strong partners that collaborated to produce a magical outcome!
There are several more projects intended to continue the revitalization efforts in the Village that will engage partners in the very near future. One example is the Oak Maintenance Yard Plan to re-purpose the property into a cultural arts/activity center that will benefit a diversity of Carlsbad residents of all ages. To be successful, this project will require the development of strong partnerships and require the participation of many partners. We are looking forward to kicking this project off by the end of the year.
