As the City of Carlsbad's economic development manager, I see a big part of my job as making your job easier. Our city staff is trained to listen to your needs and provide the necessary information to guide you through the development process as quickly and easily as possible.
One way to achieve that goal is by improving communication. The more information you have from start to finish, the faster your development project will go.
To help do that, the City of Carlsbad has created two brochures that guide you through the development process. One is aimed at developers, and the other at homeowners. Printed versions of these brochures are available at the city's building counter at 1635 Faraday Ave. You can also see them online at www.carlsbadca.gov/building.
These booklets try to answer your basic questions before you step up to the development counter, so you have an idea of the process before you even put pencil to paper. They list the common types of projects that do or do not require permits and explain the different city divisions that might play a role in your project.
Homeowners might want to know, for example, if they will need a building permit to remodel their kitchen. The brochure informs them that that's necessary only if the job involves moving or altering plumbing, gas or electrical lines.
And developers might want to know what to bring to their first meeting with the city, and how long the process will take. The brochure introduces you to our planning, building, land development engineering and fire prevention divisions, explains their roles and tells you how to contact them.
The city also has streamlined the development process by consolidating the different divisions that our customers, by that I mean you, interact with to complete projects. In the past, the building, planning and engineering divisions were all in separate departments. As a result, sometimes customers would get conflicting direction from different departments, and could bounce from counter to counter trying to resolve the conflict.
That shouldn't happen, and to prevent it from recurring, the city consolidated those divisions into one department.
We also appointed Mike Peterson as development services manager, making him the point person who helps residents and developers navigate the process.
"Our goal is to provide top-notch customer service," Peterson said. "By providing these tips and tools, the process will be much easier for everyone.
"We work with you every step of the way to keep you on track," Peterson added.
Peterson notes that the rules the city has in place for development are a big part of what make Carlsbad such a desirable place to live, work and do business.
"Our rules are there to make sure all projects are done safely, legally and in a way that maintains Carlsbad's high quality of life," he said.
