Proposition 37 – Housing Bond – Support
This would create a $25 billion mortgage loan program for home buyers who make less than 200% of the area median income. The measure would offer fixed-rate mortgages for up to 17% of the purchase price on homes priced under $1.5 million. Home buyers must pay at least 3% of their down payment. No net cost to taxpayers as the borrowers pay the money back.

The Carlsbad Chamber of Commerce Supports Proposition 37. For many Californians, saving for a down payment is one of the biggest barriers to homeownership. Proposition 37 proposes a financing option designed to help eligible buyers purchase newly built homes with as little as 3% down, including fixed-rate financing for up to 17% of the purchase price. The measure aims to help working families who may earn too much to qualify for down payment assistance but still struggle to save enough to buy a home. Proposition 40 – Billionaire Asset Tax – Oppose
Measure proposed would be first “Savings Tax” in the nation – it taxes publicly traded stock, private company ownership interests, venture capital and private equity interests, partnership and LLC ownership interests, bonds and debt instruments, intellectual property rights, arts and collectibles, trust assets, deferred compensation rights, and personal property.

The Carlsbad Chamber of Commerce Opposes Proposition 40. Proposition 40 would impose a one-time tax of up to 5% on certain billionaires’ covered assets. While the measure directs most of its revenue toward healthcare, it also raises questions about California’s long-term tax revenues, economic climate and fiscal stability. We encourage our business community to review the measure and understand its potential implications. Learn more about Proposition 40 and the opposition’s concerns at VoteNoOn40.org

Proposition 42 – Prohibition on Taxing of Assets – Support
Prohibit the enactment of new taxes on ownership or accumulation of retirement holdings, individually-owned assets, and other forms of personal savings.

The Carlsbad Chamber of Commerce Supports Proposition 42. Financial security matters at every stage of life, from building personal savings to preparing for retirement. Proposition 42 proposes a constitutional amendment prohibiting new state taxes on personal property, including financial assets and retirement savings, as well as certain retroactive taxes.

The measure aims to protect Californians’ savings and provide greater certainty for individuals, families and business owners planning for the future.

Proposition 43 – Supermajority Vote – Support
This would raise the threshold for citizen-driven special tax ballot initiatives to pass from a simple majority to two-thirds, making it harder to impose or increase taxes.

The Carlsbad Chamber of Commerce Supports Proposition 43. Protecting taxpayers and maintaining a predictable tax environment are important to California’s business community. Proposition 43 proposes requiring a two-thirds voter approval threshold for certain local special taxes placed on the ballot through citizen initiatives, restoring the same threshold that applies to taxes proposed by local governments.

Supporters say the measure would strengthen taxpayer protections for homeowners, renters and businesses. The measure could also make it more difficult for local governments to generate revenue for public services.

Proposition 44 – Healthcare Governance – Oppose
This measure would require federally qualified health centers to spend 90% of revenue on direct patient care and services that aid in providing care to low-income and underserved people. Clinics that don’t comply would be fined. The measure would severely limit innovative care clinics currently provide.

The Carlsbad Chamber of Commerce Opposes Proposition 44. Access to health care is essential to strong, thriving communities. Concerns about Proposition 44 include potential funding reductions for health care programs and the risk of community health clinics facing closures, affecting access to care for Californians who rely on these services.

We encourage our business community to learn more about the measure and its potential impact on California’s health care system. Learn more at NoProp44.com

Proposition 45 – Land Use Permitting – Support
This would amend the state’s landmark California Environmental Quality Act to create deadlines for environmental reviews of most housing, transportation, water, health and clean energy projects to speed up permitting and limit the court’s ability to stop or delay developments.

The Carlsbad Chamber of Commerce Supports Proposition 45. California’s permitting process affects how quickly communities can move forward with essential projects, from housing and water infrastructure to clean energy and transportation. Proposition 45 proposes enforceable timelines for environmental reviews, permitting decisions and certain legal challenges for eligible projects, with the goal of reducing delays and providing greater certainty. For our business community, infrastructure, housing availability and project costs all matter. We support efforts to make the permitting process more timely and predictable while maintaining environmental review and public participation. Learn more about Proposition 45 at YesOnProp45.com
