The City of Carlsbad has completed its annual public opinion survey, which shows that residents continue to give the city high marks in such areas as city services, sense of community, communication with residents, quality of life and confidence in city government. The random telephone survey of 1,000 residents is part of the city's ongoing effort to ensure residents are receiving top-quality services from their city government.
Key findings include:

89 percent of residents are satisfied with the job the city is doing.

96 percent of residents feel the quality of life in Carlsbad is good or excellent.

74 percent of residents have confidence in Carlsbad city government to make decisions that positively affect the lives of community members.
The city services receiving the highest marks from residents were library (97 percent); fire (94 percent); parks (94 percent); sewer (91 percent); police (90 percent); and recreation services (88 percent); although the ratings for all city services were very high.
Residents who are either not satisfied with city services or feel the quality of life is getting worse were asked what the city could do to improve. Stopping growth and development (37 percent), fixing traffic problems (12 percent), and supporting the economy and jobs (14 percent) were the most common answers. Concern about growth and development was down from the previous year (48 percent), coinciding with a slowdown in development due to the economy. Economic concerns were significantly higher than last year when they barely registered at less than 1 percent.
Another change from last year was awareness of water supply problems. Last year's survey results revealed that less than 40 percent of residents felt there was a water shortage, but this year's results indicated that approximately 60 percent of Carlsbad residents were aware of the region's water shortage?a 20 percent increase in awareness.
The City of Carlsbad, along with water agencies throughout the region, has been promoting increased conservation due to the prolonged drought and legal restrictions on water from Northern California.
The telephone survey was conducted by BW Research Partnership from Sept. 10 to 24, 2009. The margin of error for the survey as a whole is approximately 3 percent. The survey report is available on the city's Web site,
