Leucadia Wastewater District turns 50
On April 6, 1959, five residents gathered in a small home in Encinitas as part of the first official board meeting of what is now known as the Leucadia Wastewater District.
Within three years, the district had constructed a wastewater treatment plant and water recycling facility on the premises of its current site, located in the Albertson's Shopping Center at La Costa Avenue and El Camino Real.
Later this year, the district will open the doors of a new facility at the same site.
The project involves upgrading the district's existing headquarters, field services, workshop and storage facilities. The district collects, treats and disposes about 4 million gallons of wastewater daily, providing services to 60,000 residents in Leucadia, La Costa and northern Encinitas.

Valley named California Distinguished School
Valley Middle School has been named a 2008-09 California Distinguished School by the State Department of Education.
It is one of only 261 elementary, middle and high schools throughout California to earn this recognition. The award is based on improvement in the Academic Performance Index; Valley's rose from 812 in 2007 to 830 in 2008.
Prior to this year, Valley was named a California Distinguished School in 1992-93 and 2001-02. It also was recognized as a National Blue Ribbon School in 2001-02.

New products will cut counterfeiting
Life Technologies Corp. and Nanosys Inc. recently announced a cross-licensing agreement that will allow new products to be developed that will prevent counterfeiting worldwide.
Fluorescent nanocrystals, also known as quantum dots, will allow manufacturers to trace the source of their materials and manage and track product shipments. This will help stop counterfeit material use in pharmaceutical and diagnostic products, food, beverages and electronic goods, reducing counterfeiting of currency, documents, fine art and luxury goods.
Quantum dots are tiny fluorescent particles that are invisible to the eye. The dots emit intensely bright light when exposed to low-cost violet or ultraviolet light sources.
Quantum dots can easily be blended with polymers, gels or inks and printed onto most surfaces. The complexity of their manufacturing process also makes them almost impossible to counterfeit.

Bankers association names Paul Rodeno as new president
Last month, Paul Rodeno, president and CEO of Security Business Bank of San Diego, was appointed president of Community Bankers of California, or CBC.
Rodeno will serve a one-year term. He has been active on the CBC board of directors for the past four years.
The nonprofit association, comprised of California banks and companies that serve that sector, seeks to advance community banking in California by providing a forum for peer involvement and information exchange. Tri-City receives seismic extension
The Office of Statewide Health Planning and Development recently agreed to give Tri-City Medical Center until 2030 to repair or replace its five-story south tower, which must be done to meet seismic safety mandates.
Without the extension, Tri-City may have faced closure by 2013. The hospital district, which services a large portion of North County, also is working to get a similar extension for its central tower.
According to state law, all hospitals must meet certain seismic performance ratings by 2013 or they will be forced to rebuild or retrofit. However, the huge price tag for construction has put many hospitals across the state in danger of closing.
Earlier this year, Assemblyman Martin Garrick, R-Carlsbad, and Assemblywoman Diane Harkey, R-Dana Point, introduced Assembly Bill 411, which the Assembly Health Committee approved April 28.
The bill would allow district hospitals, including Tri-City, more time to comply with the mandate, provided they meet certain criteria. The bill will move on to be heard in the Assembly Appropriations Committee in the next few weeks.
