Cynthia Haas was recently appointed to the position of deputy city manager.
Haas assumed her new duties June 8, building on a 20-year career with the city of Carlsbad, most recently as manager of economic development and real estate.
“Cynthia's diverse experience and in-depth knowledge of the city made her an ideal candidate for this important position,” said Carlsbad City Manager Lisa Hildabrand. “She will be a great addition to the city's leadership team.”
Haas is succeeding Jim Elliott, who is retiring in December. Haas will work closely with Elliott during the next five months to ensure a smooth transition of duties.
Initial responsibilities for Haas include overseeing the city's finance, human resources, information technology and records management departments, as well as assisting in various roles within the city manager's office. The deputy city manager also may fill in for the city manager, serving as a back up when the city manager is unavailable.
The city will reorganize its economic development and real estate management functions, with staff in the community development area taking on the majority of those responsibilities. This approach allows the city to continue to reduce the size of its workforce, a key strategy in managing through the recession.
