Earlier this year, the City Council asked the Redevelopment staff to review development standards for projects in the Village. In doing so, the data received to date, indicates that there are several areas in the development standards that may benefit from some minor revisions.
Suggested revisions include:
Reducing all setback requirements to zero with no minimums/maximums. In other words, no ranges.
Allow building coverage to 100% of property.
Allow the 45' maximum height with no other requirements (i.e., roof pitch, over parking, etc.)
Eliminate roof pitch (5:12) requirement; simply use as a design guideline.
Increase permitted residential density to 40 to 50 dwelling units an acre.
Reduce parking requirements for residential and restaurant uses.
Eliminate standards that require compliance with Planned Development Ordinance; simply comply with the development standards outlined in the Village Master Plan.
These and other development standard revisions are being further studied by staff and discussed with the City Council. In November and December of this year, staff will continue to meet with business groups, residents, property owners, business owners and other interested parties to further discuss the desired revisions to the development standards. Staff will then meet with the Coastal Commission to obtain their feedback. Staff anticipates that processing the recommended development standard revisions will take place between February and June, 2006. The processing will include public hearings before the Design Review Board and Housing and Redevelopment Commission.
