Public, private issues can get in the way of each other's success sometimes. In one case, the City of Carlsbad needed to restructure their entertainment and noise ordinance to quell crowd issues on weekends and holidays.
Carlsbad entertainment establishment owners have worked with the City for weeks on the proposed ordinance. The two sides, recognizing the existing problems, have held multiple meetings to work towards an ordinance that satisfies both the City and the business owners.
The owners for instance have implemented many programs to help alleviate some of the issues in the Village. Starting with noise reduction, many of the establishments in the Village have changed their collections of glass bottles so they do not disturb neighbors in the early morning hours when they close up and empty their trash into bins.
Further, they have purchased Nextel walkie talkies to communicate with each other and the police department, started a designated driver program, developed in-house security plans, worked with taxi companies for increased presence and applied for certification from the alcohol beverage control (ABC) for an Advanced Responsible Alcohol Server Training and Licensed In-house Security Trainer. The owners are also working with the Carlsbad fire department to develop standard occupancy logs on the number of allowed patrons.
Through their meeting, the owners have suggested many changes such as a public consumption law for the Village, police department approved security plans and annual renewal of Responsible Beverage Service Training Course.
