Help the city of Carlsbad envision the future by participating in one of two community conversations that will be used to create an open space vision for the agricultural area along Cannon Road, east of Interstate 5.
The first community meeting will take place from 6:30 to 9:30 p.m. Nov. 15 at The Crossings at Carlsbad's clubhouse, 5300 The Crossings Drive. The second meeting will be from 6:30 to 9:30 p.m. Dec. 3 at the Faraday Center, 1635 Faraday Ave., Carlsbad. Please RSVP for either meeting by calling (760) 602-2710.
During the meetings, information about the privately-owned land affected by Proposition D will be provided, and ideas for future uses of the land will be discussed and collected. The meetings are called for under the implementation of Prop. D, which was approved by voters last November.
The measure affects approximately 300 acres along Cannon Road, which are occupied by strawberry and flower farms. A permanent open space designation was placed on the area and allows for the continued operation of the farms. The proposition provides that when farming in the area is no longer economically viable, other public and private open space uses should be allowed.
Specifically, Prop. D encourages agricultural uses in the area for as long as it is economically viable. It also develops a community outreach that will establish what open space uses the community desires should the property owners decide to stop farming.
To oversee the community involvement and to ensure maximum participation, the Carlsbad City Council appointed a seven-member citizen committee to provide oversight. Additionally, the city has hired Partners for Livable Communities, a nationally recognized nonprofit organization, to engage the community in offering their ideas and expertise.
The process will include initial community-wide workshops and follow-up workshops to ensure that all citizen and stakeholder input is received. There also will be a workshop where design professionals will use the community input to prepare visual renderings of possible open space uses for the area.
The ultimate goal of the public process is to establish community consensus on a plan for the agricultural land that provides a unique place for the community to enjoy open space. Proposition D:

– Specifically prohibits residential development in the approximately 300-acre agricultural area along Cannon Road, east of Interstate 5.

– Prohibits commercial and industrial development in the area other than those typically associated with farming and open space uses.

– Contains a list of possible open space uses for the area including continued agriculture, active and passive recreational uses, community gathering spaces and other complementary public and private open space uses. The area is privately owned and the owners have rights to use their property for allowable open space uses when farming is no longer economically viable.

– Encourages public accessibility to the area by providing for uses like public trails, recreation and similar public and private facilities.
