The full-day session, held March 3, included updates on important city initiatives ranging from public safety and traffic management to open space and economic development. Although the challenges of the recession were on the top of everyone's mind during the discussion, council members acknowledged that tough economic times also present some potential opportunities.
For example, acquiring open space could be cheaper now than in recent years. Materials and labor for building projects, such as Alga Norte Park, could also be less expensive in today's economy.
City staff presented updated financial information showing a continuing decrease in the city's main revenue sources, with sales tax and transit occupancy tax showing the biggest changes. The city reduced its 2008-2009 budget by $5.3 million in January, and is expected to reduce the 2009-2010 budget even further.
In addition to reducing spending, the city has implemented a selective hiring freeze as a way to keep spending in line with actual revenues.
Council members emphasized the importance of increasing efficiencies as one more way to reduce costs. Continuing to plan for the future and keeping up with investments in infrastructure and technology were other important themes of the day.
During an afternoon session on economic development, council members stressed the importance of working closely with the business community to attract and retain a diverse economic base and a range of jobs.
The city is updating its economic development plan and has already sought the participation of local business leaders. This collaborative effort will continue into the summer, and the Council is expected to hold a focused discussion on economic development at an upcoming workshop.
Other areas of focus for 2009 include obtaining an updated cost estimate for the Alga Norte Park/Pool Project. This information will help the Council make an informed decision about when and how to proceed with building it.
The city also will complete a Traffic Management Strategic Plan, recognizing that traffic on city streets is an issue that affects the entire community and continues to be a top priority for the Council. The city also will look for opportunities to acquire open space, given the potential for reduced cost due to the economy.
The Joint First Responders Training Facility was identified as a city priority since providing top notch, local training for city police and fire staff improves public safety in the community and is more efficient than sending city staff to facilities in other parts of the region. The Council also reiterated its support for seeing the desalination project through its final approval, as an important step in providing a reliable future water supply for the community.
Finally, the Council emphasized the importance of working in partnership with the community and continuing to plan for the future.
