Westmark Development Corp. initiated a proposal to create a habitat mitigation bank out of a section of vacant land located along the south side of Palomar Airport Road in Carlsbad. The proposal received unanimous approval from Carlsbad's Planning Commission. However, the mitigation or 'land bank', the city's first privately funded conservation measure, must also win City Council approval.
The land bank will give developers the opportunity to buy credits in small portions of the 18.5-acre plot of land as mitigation for their projects in other parts of town. This proposal is beneficial for developers who are planning to build one or two homes on small sites with habitat concerns. Details on land preservation credits, how the area will be cared for and issues of future development plans around the area are still being ironed out.
