A lot of fuss and confusion has been thrown at the public regarding the Carlsbad Chamber of Commerce and its association with Proposition D.
Let us set the record straight; the Carlsbad Chamber of Commerce receives $0 from any government agency, is not a part of the City of Carlsbad, has donated $0 toward Proposition D and has taken a neutral position on Proposition D. This means we do not support or oppose Proposition D.
Conversely, the chamber is extremely opposed to Proposition E, the so-called citizens' initiative. This ballot measure intends to rezone private property along Cannon Road and Interstate 5 from open space to coastal agricultural against the land owners' will.
The chamber is so opposed to Prop E that for the first time in our 84-year history the Board of Directors unanimously voted to form a Political Action Committee (PAC).
Although this land is used to grow flowers and strawberries, the current zoning is open-space, which allows for several uses including, but not limited to: parks, trails, wet-lands, ecological preserves and agricultural use. Many people are confused that Carlsbad's world famous and beloved Flower Fields? are in danger. This is a lie. The Flower Fields? are protected under the Carlsbad Ranch Specific Plan and "Deed Restriction" agreed upon by the city and land owners in 1996.
There are three main things you need to know about Prop E and why the Chamber encourages you to vote "no."
Proposition E stands for Expensive! An independent fiscal study says that Prop. E would cost Carlsbad taxpayers anywhere from $28 million to $36 million, most of it in land acquisition and cost to put Prop E in place.
Proposition E, Erodes Property Rights! Prop E violates private property rights! It strips away all existing rights of the owners, which were approved by the City and Coastal Commission years ago. Prop E results in the taking of private property and sets a dangerous precedence.
Proposition E stand for Erroneous! The proponents of Prop E want you to believe that the chamber is funding Prop D. Not true. They also believe that Prop E allows for parks and trails. Again, this is untrue. Prop E will rule out any public trails or public access to the south shore of the Agua Hedionda Lagoon forever. Under Prop E, the City could never expand Hub Park, Veterans Memorial Park, and the Golf Course or create any new open space uses in this area for Carlsbad residents.
