In the late 1970s, the Carlsbad Village suffered from physical decline and obsolescence, as well as a declining residential fabric.
There was significant physical, social and economic blight, requiring redevelopment in the interest of the health, safety and general welfare of the people of the community. Due to these factors, the Carlsbad City Council decided it was in the best interest of the community to adopt the Village area as a redevelopment project under California State Law and to use the resources and authority available for redevelopment purposes.
On July 7, 2009, the redevelopment plan will expire. The obvious question is: What's next?
The Village redevelopment area has enjoyed some great success through the redevelopment efforts, which include:
• Commercial vacancy rates reduced from more than 50 percent in 1981 to now less than 5 percent.
• Increased sales tax revenue; there has been a more than 25 percent increase since tracking began in 2001.
• Increased assessed property values from $45 million in 1981 to now more than $285 million.
• New businesses, including several restaurants, have opened.
• New development has, and is, occurring.
• More than $20 million in public infrastructure has been installed or improved.
• The area has become much more attractive from visual, spirit and experience perspectives.
• The Village consistently receives high marks in the annual City Survey, 88 percent of those surveyed who indicated they visited the Village said they had a good or excellent experience.
There continues to be considerable community interest in an ongoing effort to maintain and enhance the vibrant Village through focused attention to ensure long-term success of past and future redevelopment and revitalization projects.
Although the redevelopment plan will expire, the City Council has indicated its interest to provide a seamless continuation of revitalization efforts for the Village Area through unique review and regulations. The council has directed staff to revise the appropriate documents to allow for the continued use of existing zoning and land use designations for the area, as well as the existing development standards set forth in the Village Master Plan and Design Manual.
The council has indicated its intent to sunset the Design Review Board and allow the Planning Commission to review and make recommendations as appropriate on land use permits for the Village review area. The types of permits and processing level will remain unchanged.
What's next for the Village area? A continued interest and special review, as well as continued revitalization efforts.
Programs and projects to be paid for through tax increment funds will continue to be implemented over the next 10 years. There may be some change in approving and redevelopment authorities.
However, the unique focus will remain and efforts will continue to help make the Village the best it can be.
