Village Revitalization Partnership
At the request of the Housing and Redevelopment Commission, proposals were submitted Aug. 1 by qualified contractors, organizations, associations and/or other interested parties to develop a program, policies or other financing mechanisms to spur local investment and foot traffic, and increase private and public revenues in the Village of Carlsbad through partnerships with property owners, businesses and other stakeholders (e.g. business organizations, local non-profit organizations, residents).
The commission has indicated its interest in initially funding a new organization to assist with continuing revitalization and improvement efforts for the Carlsbad Village Area, and helping that organization to become self-sustaining both operationally and financially within 3 to 5 years.
It is intended that the new organization will serve as a coordinating base for property and business owner revitalization efforts in the area.
The commission's goal is to assist in the creation of a private, non-government organization that is committed to continuing the revitalization efforts in the Village, creating a positive visual impact at a human scale, promoting a family-friendly destination that is both pedestrian and bicycle oriented, and actively working to preserve and celebrate the area's natural and historical environment; all in an effort to further cultivate a vibrant coastal Village in which to live, work, shop and play through collaborative actions.
It is important for this new organization to move the Village forward in a manner that builds upon past successes and encourages private investment of resources, including both time and money.
This will not be a government or city-run program, department or office. The staff will not be city employees, and the program will not be operated out of a city facility. It will initially be funded and coordinated through the Redevelopment Agency as a continuing program, but ultimately the organization must become self-sustaining in its operations and finances.
A citizens review committee has been appointed by the commission and will be reviewing all of the proposals and making a recommendation to the commission on selection of a contractor. It is anticipated that a final decision will be made by the end of November or early part of December, 2011. The hope is that the new organization can be operational by January, 2012.
Halloween on Elm
Another exciting activity in the Village Area involves the family-friendly event Halloween on Elm. We want all Village businesses to participate and help the area to shine on this day! Businesses can participate with activities within their store, or by handing out candy to the trick-or-treaters. It is a great event to showcase the Village and all of its businesses.
Elm Street may now be Carlsbad Village Drive, but the rich history of the Village through the years lives on and is being celebrated through this fun Halloween event.
The activities will occur from 2-7 p.m. on Saturday, Oct. 29. The location for the fun will be south of Carlsbad Village Drive, on State Street and Oak Avenue. We will be having a party in the street! The City Council's goal for this event is to encourage residents throughout Carlsbad to visit and experience the Village, introduce (or re-introduce) Carlsbad families to the wide variety of businesses in the Village, and have some big time, family-friendly fun!
We don't think you will want to miss this frightfully fun family-friendly day in the Village of Carlsbad! Wear a costume all day. Host a themed activity. Provide candy for the trick-or-treaters. Decorate your store with a Halloween theme. The ideas for participation are endless. Let's have some fun!
