Building the future with Measure Z


At Encinitas Union School District (EUSD), we recognize the importance of creating learning environments that help ignite the limitless potential of all students. School is more than just a place for students to grow academically; it’s a place where they are  free to explore their interests, make lasting friendships, and find a deep sense of belonging. That’s why ensuring our campuses are modern, welcoming, and safe is essential to the educational experience and well-being of every student. 


In an effort to address growing facility needs of our aging campuses, in November 2024, Encinitas and South Carlsbad voters approved Measure Z, a $158.3 million school facilities bond with a 56.84 percent passage rate. On behalf of EUSD, I want to extend my gratitude to our community for this investment in safe and inspiring learning environments. Through thoughtful planning and community engagement, we are making sure every dollar delivers long-term value for students and families.  

This summer marked the first phase of Measure Z projects. Typically, our summer facilities work totals close to $500,000. Thanks to Measure Z, we were able to take on $3.4 million in quick-start projects while students were out of school. 

At Flora Vista and La Costa Heights, more than 100,000 square feet of aging roofing was replaced. The roofing was torn down to the decking and rebuilt with new materials guaranteed for 30 years. At Mission Estancia, the campus was revitalized with a full exterior repainting and new signage, giving students a refreshed and modern environment. 

We also began work on three new playgrounds—two at Park Dale Lane and one at Flora Vista. Designed with staff and expert input, the playgrounds will feature poured-in-place rubber surfacing, shade structures, and inclusive features so students of all abilities can play and engage with the spaces. Other projects included removing aging portable classrooms at La Costa Heights, converting the space into garden areas, and preparing for a future classroom building. 

These first projects reflect our community’s trust and our district’s commitment to addressing immediate needs while carefully planning for larger-scale improvements. The most significant Measure Z project on the horizon is the rebuild of Paul Ecke Central Elementary (PEC), set to begin at the end of this school year. As EUSD’s oldest campus of nearly 100 years, PEC is in need of a full transformation. Working closely with the DLR Architect Group, staff, and the community, the district has developed a vision for a new, future-ready campus designed with the theme of a “School in a Garden.” 

Unveiled last June, the design concept reflects extensive community feedback, preserving the unique charm of Leucadia while weaving in natural elements that connect learning to outdoor spaces. This thoughtful approach will create a modern, sustainable, and innovative school, scheduled to welcome students in the 2027–2028 school year.

By modernizing classrooms, enhancing safety, and ensuring equitable access to high-quality learning spaces, we are laying the foundation for brighter futures.
