Meet Carlsbad’s new Economic Development Director, Tess Sangster
The City of Carlsbad has welcomed a familiar face home. Tess Sangster officially joined the city as its new Economic Development Director in April, bringing more than a decade of economic development experience, a strong regional network, and a deep personal connection to the community she now serves.
Sangster steps into the role at an exciting time for Carlsbad’s business community. Home to more than 10,500 active businesses and one of the strongest local economies in San Diego County, Carlsbad continues to be a hub for innovation, tourism, life sciences, technology, environmental industries, and active lifestyle companies. The city generated an estimated $18.6 billion in economic output in 2025, making it the second-largest economy in the county outside the City of San Diego.
For Sangster, the appointment is both a professional milestone and a personal homecoming.
“Growing up in Carlsbad, I am so excited to now serve the community where I was raised,” Sangster said when her appointment was announced. “From thriving tourism, to growing industries, and a vibrant small business community, my goal is to continue to build upon and grow the economic development landscape in Carlsbad.”
Prior to joining Carlsbad, Sangster spent over 10 years with the City of San Marcos, where she led business attraction, retention, marketing, and revitalization initiatives that helped strengthen the city’s economic vitality. She also previously served as Executive Director of the Cardiff 101 Main Street Association, building a reputation for collaborative leadership and community-focused economic development.
A graduate of Claremont McKenna College, Sangster is widely recognized throughout North County for her ability to foster partnerships between businesses, community organizations, and public agencies. Her leadership experience extends beyond city government through involvement with regional organizations focused on innovation and economic growth.
City Manager Geoff Patnoe emphasized Sangster’s reputation and vision when announcing her appointment, noting the importance of strong leadership as Carlsbad continues to evolve and compete in a dynamic economic environment.
Looking ahead, Sangster will help guide initiatives that support business retention and expansion, attract investment, strengthen entrepreneurship, and enhance Carlsbad’s position as a premier destination for companies and talent. Her arrival comes as the city advances strategic actions focused on small business support, workforce development, and industry engagement.
