Pictor opens U.S. headquarters in Carlsbad
Carlsbad celebrated a significant milestone in its thriving biotech sector with the grand opening of Pictor’s U.S. headquarters on April 15, 2025. Recognized globally for its advanced multiplex proteomics solutions, Pictor’s arrival bolsters the region’s reputation as a hub for scientific innovation and collaboration.
The event at Pictor’s new facility brought together local dignitaries, industry leaders, investors, and community members to commemorate the company’s contributions to diagnostics. Highlights included a ribbon-cutting ceremony, cultural performances, and opportunities for networking—all with a shared mission of improving healthcare access and affordability.

Carlsbad as a Strategic Base
The decision to establish headquarters in Carlsbad, highlights the city’s significance in the biotech landscape. With access to top-tier scientific talent, cutting-edge infrastructure, and key strategic partnerships, Carlsbad offers an ideal foundation for Pictor’s expansion into the U.S. market.
“This is a significant moment for Pictor, as we deepen our commitment to transforming healthcare through innovation,” said Jamie Platt, CEO of Pictor Holdings Inc. “Carlsbad is the perfect place for us to grow and contribute to the local and global diagnostics community.”
Pictor enters with strong financial backing, securing $5 million in seed funding from both new U.S.-based investors and its lead partners. The momentum is further enhanced by a pivotal federal court ruling affirming the current regulatory framework under the Clinical Laboratory Improvement Amendments (CLIA) for laboratory-developed tests (LDTs), providing much-needed stability to the diagnostics industry.
Innovation for Diagnostics
At the core of Pictor’s mission is its groundbreaking platform, including the PictArray™ and PictImager™. These tools empower laboratories to perform high throughput testing at a fraction of the cost of traditional methods. The system delivers results for up to 96 samples in under four hours and costs less than $50 per test, making advanced diagnostics more accessible.
“Our platform enables labs to provide clinical insights more efficiently, even in tightly budgeted healthcare environments,” explained Platt. “We’ve built a solution that combines top-tier performance and affordability to create real impact.”
With ongoing reductions in CMS and Medicare reimbursements, Pictor’s ability to streamline workflows and lower costs addresses significant challenges faced by modern healthcare providers.

Regulatory Certainty Fuels
Innovation
Pictor’s headquarters launch is bolstered by the recent federal court decision overturning the FDA’s proposed regulations for LDTs. This landmark ruling reinforces CLIA as the regulatory standard and alleviates operational uncertainties.
“The clarity and stability provided by the well-established CLIA framework—along with a clear delineation of responsibilities between CLIA and the FDA—perfectly align with our mission to deliver innovative, affordable proteomic solutions to laboratories,” said Platt. “Our platform empowers laboratories to develop and rapidly deploy their tests using existing CPT codes as a faster path to reimbursement.”
A Celebration of Legacy and
Innovation
The grand opening celebrated Pictor’s future ambitions while paying homage to its cultural roots. A highlight of the event was the traditional Māori Haka Powhiri, performed by the Kapa Haka Group, which acknowledged the company’s origins in New Zealand. Guests also enjoyed New Zealand wines, creating a warm and meaningful atmosphere.
Leading the ribbon-cutting ceremony were Platt and Bret Schanzenbach, CEO of the Carlsbad Chamber of Commerce, joined by representatives from federal, state, and regional offices.
“Pictor’s arrival enhances Carlsbad’s standing as a global biotech hub,” said Schanzenbach. “The company’s work not only drives innovation but also fosters economic growth and community collaboration.”
Forward-Looking Vision
Now operational in the U.S., Pictor has unveiled a redesigned website, making it easier for laboratories to access resources and learn more about its technologies. Pictor’s approach to multiplex proteomics emphasizes affordability, scalability, and real-world healthcare impact. Its innovative platforms, like the PictArray™, empower labs to adopt advanced testing while addressing cost and accessibility barriers.
“This move to Carlsbad marks the start of an exciting new chapter,” Platt said. “We’re eager to continue advancing our mission to make high-quality diagnostics accessible for all.”
